The date of the salary increase of a worker appointed to a position in the bargaining unit for promotion, decommissioning or appointment outside the public service on or after the signing of this agreement is the anniversary of that appointment. 7.4.5. In accordance with the provisions of paragraphs 7.4.2 and 7.4.3, DDAA will ensure that workers have guidelines consistent with collective agreements and the Communications Management Directive to help them determine the types of public communications for which disclosure from the supervisory/management authority is desirable, as well as the appropriate time and form of such communications. In order to enhance security, severance pay under Clauses 19.05 to 19.08 of Annex “J” or similar provisions in other collective agreements does not reduce the calculation of the benefit for workers who have not left the public service. 47.04 All the elements mentioned in the table of matters are an integral part of the collective agreement. For greater security, this MOA is part of the collective agreement. The Steering Committee will finalize the work necessary for overall implementation, including service delivery and governance issues, by March 21, 2020, a date that can be postponed on the basis of the mutual agreement of the parties. Dates may be extended by mutual agreement between the members of the steering committee. The mandate of the technical committee may be changed from time to time by mutual agreement between the members of the steering committee. The implementation and application of this corporate policy instrument is not a matter for this agreement or the collective agreement. On May 26, 2019, the Professional Institute of Public Service of Canada (PIPSC) and the Board of Directors of the Secretariat of Canada (TBS) signed an agreement on staff support (see below).

For THE ASD initiatives, a joint committee on workforce adjustment (CEF) /Alternative Delivery Service (ASD) will be set up, which will be represented on an equal footing by the rating agency and the union. By mutual agreement, the committee can involve other participants. The CEF/ASD Joint Committee will set the rules of conduct for the committee.
